Compliance labels, power, speed, design, weight, registration and intended use determine whether a machine fits an e-bike, LSM, motorcycle, off-road or unauthorized category.

High-powered machines can look alike.
Their legal paths are not alike.

A throttle, pedals or electronic limiter cannot replace a required compliance label, registration or complete category requirements.

Qualifies as an e-bike

Follow the light or standard e-bike rules. Pedals do not override excess power or speed.

B

Qualifies as a limited-speed motorcycle

A CMVSS-labelled device meeting every LSM criterion can be registered, plated and insured.

C

Qualifies as a road motorcycle

Registration, motorcycle licensing, insurance, compliant equipment and federal certification requirements apply.

D

Designed for off-road use

Crown-land use generally requires ORV registration. Highway, forest-service-road, helmet and insurance rules vary by use.

E

Fits no authorized road category

It may be illegal on public roads even with pedals, a “road mode” or an electronic limiter.
